This is a great idea. It would certainly get your children's "creative juices" going as they are trying to come up with phrases to make - especially once the silly factor kicks in.
For younger children just learning their alphabet, you could have them look for just the letters they are currently learning. When they find a license plate with one of those letters ask them if they can come up with a word that starts with that letter.
This game could be expanded in a wide-range of ways -- Thanks for the idea, Paul.
